Zusammenfassung

This volume brings together a multidisciplinary team of experts to provide a comprehensive examination of the transition from cannabis criminalization to legalization and its multifaceted impact on the criminal justice system.

The legalization of cannabis for medical and recreational use has fundamentally altered the relationship between cannabis and the criminal justice system. Policies related to cannabis, which has been historically demonized and criminalized, have disproportionately affected marginalized communities, fueled mass incarceration, and strained law enforcement resources. Today, as legalization gains momentum across states, the criminal justice system is grappling with the legacy of prohibition while navigating new challenges brought by a patchwork of state and federal regulations. The expertise of the chapter contributors spans academia, law, policing, business, and social equity advocacy. These diverse perspectives foster a nuanced examination of cannabis policy and its impact on the criminal justice system. By combining historical analysis, policy evaluation, and empirical research, the collection works to illuminate the complexities of cannabis policy evolution, acknowledge the enduring consequences of prohibition, and explore pathways toward a more equitable and effective approach to cannabis regulation in the United States.

This book, which includes discussion questions and is accompanied by online PowerPoints to help the instructor, is an essential resource for the increasingly prevalent graduate and advanced undergraduate courses and degrees/certificates of study in cannabis policy and the criminal justice system in the United States, and will provide scholars, policymakers, and practitioners with an in-depth understanding of cannabis policy's implications for policing, the judiciary, corrections, regulators, and society at large.

Kimberly Houser, is an Associate Professor of Law and Justice Studies and Director of the Cannabis Policy Center at Rowan University. She received her Ph.D. in Criminal Justice from Temple University in 2011. Her work has been published in scholarly journals such as Criminal Justice and Behavior, Justice Quarterly, Journal of Offender Rehabilitation, and International Journal of Offender Therapy and Comparative Criminology. She co-authored the book, Rethinking the Reentry Paradigm: A Blueprint for Action with Dr. Melinda Schlager Arnold.

Her areas of focus include co-occurring disorders, problem-solving courts, reentry, and corrections. She has worked extensively with criminal justice agencies and mental health courts. Her research has included a congressionally mandated evaluation of a federal mental health court and the impact of police athletic leagues in reducing violence in El Salvador.

Evan Sorg, Ph.D. is an Associate Professor of Practice in the Department of Criminology at the University of Pennsylvania, where he teaches in the Master of Applied Criminology and Police Leadership program. A former New York City police officer, he received his Ph.D. in Criminal Justice from Temple University in 2015. Before joining Penn, he was a faculty member at Rowan University for 11 years.

Sorg's research focuses on policing, crime and place, evidence-based policing, and the evaluation of criminal justice policies and practices. His work has appeared in leading journals including Criminology, Justice Quarterly, the Journal of Quantitative Criminology, and the Journal of Research in Crime and Delinquency. He has worked extensively with police and criminal justice agencies on research and evaluation projects and has taught police commanders and crime analysts in the United States and abroad. He is the coauthor, with Jerry Ratcliffe, of Foot Patrol: Rethinking the Cornerstone of Policing and a National Institute of Justice W.E.B. Du Bois Fellow for Research on Race and Crime.
