A career judge, educator, and writer,
Jean Sénat Fleury was born in Haiti (Saint-Marc). His extensive knowledge of Haitian law enabled him to play an important role in the Haitian judicial system.
A former instructor at the National Police Academy and former Director of Studies at the School of Magistracy in Pétion-Ville, Magistrate Fleury has written several works on justice in Haiti. A prolific author, Judge Fleury has published fictional books based on historical facts. These books are cataloged in some of the most prestigious university libraries in the world, including Harvard and Princeton, and have been translated into several languages.
In his work Petrocaribe: The Public Prosecutor Speaks, Judge Fleury, inspired by the scandal involving the misappropriation and mismanagement of the PetroCaribe funds, presents a simulated debate in a fictional trial. In the book, the case is presented before a criminal court, and the accused are tried for embezzlement, misappropriation of funds, fraud, criminal conspiracy, theft, abuse of office, influence peddling, nepotism, misuse of corporate assets, and corruption.
As stated in court by the representative of the public prosecutor:
"This trial is too serious. It calls into question the prestige of a country, the value of a society, and the principles of social education. The accused must be judged publicly so that those who attend can see and understand. We have no interest in hiding the facts¿"
