Harley D. Balzer taught in the Government Department, School of Foreign Service and History Department at Georgetown University (1983-2016), was the Founding Director of the University's Center for Eurasian, Russian and East European Studies and is now Director Emeritus. In the early 1990s he was Executive Director and Chairman of the Board of the International Science Foundation. Steven A.
